My selections are based purely on what provides the greater clarity.

1. Option (2).
Must state that they are *French* neighbours for the fact to be valid.

2. Option (1).
Mentioning the proper noun ('Nick') first makes it easier to understand the reference of the later pronoun ('he').

Hi

If French is added to option(1), is it okay?

Option (1) --- Lora cannot get along with her French neighbours despite the fact that she speaks French fluently.

Best wishes

Hi, addition of 'French' makes the option 1 acceptable, in my opinion.
