My question is whether the bolded word should be "cost" or "costs"

I think it should be costs, it is cost in the question because of the did, however in your answer, it refers to the necklace, hence it is costs

In my opinion i think the answer should be like this instead.
Regardless of the cost, the wealthy woman intended to buy the diamond necklace.
So that it would not be too complicating.
Just my opinion, i may not be correct.
