The answers for both are (4). Past continuous tense is chosen as an unexpected event happened when one was carrying out an activity.

it is 4 for both because in q1/q2 it happened in the past

You are trying to figure out wether it is

a) Last Sunday, Sean took his little brother for a stroll when he saw a cat on a tree
or

b) Last Sunday, Sean was taking his little brother for a stroll when he saw a cat on a tree

Actually both are grammatically correct. What you have to figure out is what is most appropriate.

a) means that Sean took his brother for a stroll after he saw a cat on a tree.

b) means that Sean took his brother for a stroll where he saw a cat on a tree

It should be obvious that b) is actually what the sentence is trying to say.
