Hi,
I think it sh be "had run". It's the past of the past. They "had run" off before the police "gave chase", so the past perfect tense sh. be used.

I think the answer is 'ran'. Ran off is a phrasal verb.

i do not think so deepa helen is correct the tense can be changed in phrasal verbs too
