For (b), My answer is gravitational force, elastic spring force and magnetic force. But in the given answer, they have not included magnetic force. I feel it should be included. Can somebody guide me in this?

I believe you are right. It is because of the pull of the magnetic force that the steel ring is in the position it is, otherwise it would be hanging low.
